Dr. Foley is currently a clinical professor at the University of California, San Francisco School of Nursing. She is also the director of the Center for Nursing Research and Innovation.
Dr. Foley earned a Bachelor of Science in Nursing from Boston University in Boston, Massachusetts. She went on to earn a Master of Science in Nursing Administration & Occupational Health and Doctor of Philosophy in Nursing Policy & Occupational Health from the University of California, San Francisco, San Francisco, CA.
“I am honored to be appointed by the ANA Board of Directors to complete the term as ANA Consultant to the NSNA,” Dr. Foley said. “I started my professional nursing career with my involvement with the Massachusetts Student Nurses Association, and ultimately, as president of NSNA. As I continue on my professional journey, I am grateful for the opportunity to reconnect with the next generation of our profession.”

Approved by the NSNA Board of Directors, the Legal Consultant provides governance-focused legal guidance and strategic counsel during key leadership meetings, including the NSNA Annual Convention, NSNA MidYear Conference, Board of Directors Orientation, and other Board meetings. As Board leadership transitions annually, the Legal Consultant role will help ensure continuity, institutional knowledge, and adherence to sound governance principles.
